ICF Social Facilities

Financing for the construction, refurbishment, acquisition, rehabilitation and improvement of social facilities through subsidised loans co-funded by the Department of Social Rights and Inclusion.

Who can apply for this loan?

This loan facility is open to non-profit social organisations, foundations, companies, local authorities and public companies majority-owned by local administrations whose purpose includes the provision of specialised social services in Catalonia.

Which projects can be financed through ICF Social Facilities?

Projects eligible for financing under this subsidised loan scheme must meet at least one of the following criteria:

  • Be new construction, rehabilitation, acquisition, adaptation or improvement projects for facilities providing residential care to dependent persons or persons with disabilities, which have received funding under Line 1 of the DSO/2055/2022 call for applications dated 28 June, within the framework of the Recovery, Transformation and Resilience Plan funded by the European Union – NextGenerationEU, under a competitive public call procedure, relating to Lines 1 to 5. Projects that have received funding through other past or future calls for subsidies from the Department of Social Rights and Inclusion for the provision of social services and that are still under execution may also be eligible.

  • Be acquisition, construction, rehabilitation or regulatory adaptation projects for facilities providing social services to dependent persons or persons with disabilities, where places are funded by public funds, in order to comply with applicable regulations and obtain accreditation as providers within the Public Social Services Network.

  • Be rehabilitation, adaptation or improvement projects for facilities aimed at meeting the conditions established in Decree 209/2023 of 28 November, approving the Accessibility Code of Catalonia.

  • Be projects enabling the acquisition, construction, rehabilitation or regulatory adaptation of facilities for the provision of social services as defined in Decree 142/2010 of 11 October, approving the Catalogue of Social Services.

  • Be projects involving community-based accommodation facilities, including supported housing or housing with complementary shared spaces, in accordance with urban planning legislation, intended to meet the temporary or permanent housing needs of older people, dependent persons, persons with disabilities, children, adolescents and young people, as well as migrant populations, under shared-use arrangements for all or part of the accommodation or under exclusive use of a full dwelling or unit.

  • Be projects intended to operate as a service or facility registered in the Register of Social Services Entities, Services and Establishments, and be managed either by an entity accredited in accordance with Decree 69/2020 of 14 July on accreditation, social contracting and delegated management within the Public Social Services Network, or by an entity that undertakes to submit its application for such accreditation within one year of the service or facility becoming operational.

Financial conditions

As a general rule, from €50,000 to a maximum of €5 M per transaction.

  • New construction: generally up to 20 years, including up to 2 years of grace period. Exceptionally extendable to 30 years with up to 3 years of grace period.
  • Rehabilitation: generally up to 15 years, including up to 2 years of grace period. Exceptionally extendable to 20 years with up to 3 years of grace period.

12-month EURIBOR with a margin ranging from -1% to +0.75% (including the interest rate subsidy). An equivalent fixed-rate quote may be requested.

For entities subject to financial prudence rules, the interest rate shall never exceed the rate established in the Resolution of 4 July 2017 on financial prudence and its subsequent regulations.

Approved transactions will benefit from an interest rate subsidy of 2 percentage points granted by the Department of Social Rights and Inclusion.

Opening fee: maximum 0.25%.

Early repayment fee: breakage costs apply only to fixed-rate loans.

 

For the construction of new facilities: mortgage over the construction.

For other projects: guarantees deemed sufficient by ICF based on the assessment of each transaction.
