Who can apply for this loan?

Natural persons, micro-enterprises, small or medium-sized enterprises in the retail, catering and services sector, as well as similar services, can apply for this loan.

They must have been in the activity being financed for at least 4 years; have at least one physical point of sale in Catalonia or plan to open one; as well as prove an accumulated increase in turnover of 12% between the end of 2021 and the end of 2024.
If the 2025 accounts have already been closed and approved, it is necessary to prove an accumulated increase in turnover of at least 9% between the close of 2022 and the close of 2025.

This percentage represents the accumulated variation in the Consumer Price Index (CPI) for the same period.

What can be financed with the ICF Lidera Comerç loan?

These loans allow you to finance investments and working capital needs (up to a maximum of 25% of the total amount for working capital).

Financial conditions

Between €25,000 and €150,000 per operation; and up to €150,000 per beneficiary.

Up to 7 years, including a 1-year grace period.

Fixed rate of 0.95%. This rate already includes the 3-percentage-point subsidy provided by the Department of Business and Labour.

Early repayment fee of up to 0.25% of the amount repaid.

To apply for the loan, you must register or log in to the ICF digital banking platform as a company or self-employed professional (never as an individual/private person).

Once logged in:

  • On the left-hand side of the screen, click on “Menu”.
  • Select “Recommender”.
  • Choose the ICF Lidera Comerç loan and click “Apply”.
  • After entering the required information, you will receive a confirmation email with the next steps to follow.

ICF Lidera Comerç loans will remain available until the funds allocated to the programme are exhausted. The total budget is €16 million.

The requirements are:

  • Your business activity must have been operating for at least 4 years.
  • You must have a physical establishment or street-level service point in Catalonia, or create one using the loan.
  • Your turnover must have grown by 12% between the end of 2021 and the end of 2024.
  • No more than 25% of the loan may be used for working capital needs.
  • The project cannot receive funding from other programmes of the Directorate-General for Commerce.
  • You must be up to date with payments to the Tax Agency, Social Security, and the Catalan Tax Agency.
  • You must not have serious financial incidents, negative equity, or continuous losses over the last three years.

Additionally, depending on the type of business, you must meet a number of specific criteria.

Restaurants must meet at least four of the following criteria:

  • Have a clearly defined Business Plan (competitor analysis, market and target analysis, competitive advantages, financial plan, etc.).
  • Have a distinctive and differentiated brand image and identity (logo, menu, interior design).
  • At least 75% of products must be prepared on-site.
  • Offer suitable products for people with intolerances and/or allergies.
  • Average spend per customer above 12€ for set-menu restaurants and above 20€ for à la carte restaurants.
  • Dining area space per customer above 5 m².
  • Demonstrate possession of quality and/or environmental certifications.
  • Have a digital presence (website, Google My Business profile, social media, etc.).

Bars and cafés must meet at least four of the following criteria:

  • Have a clearly defined Business Plan (competitor analysis, market and target analysis, competitive advantages, financial plan, etc.).
  • Have a distinctive and differentiated brand image and identity (logo, menu, interior design).
  • Offer homemade products.
  • Offer suitable products for people with intolerances and/or allergies.
  • Average spend per customer above 5€.
  • Dining area space per customer above 3 m².
  • Demonstrate possession of quality and/or environmental certifications.
  • Have a digital presence (website, Google My Business profile, social media, etc.).

Companies and self-employed professionals engaged in retail and related services (excluding hospitality) must meet at least four of the following criteria:

  • Have a clearly defined Business Plan (competitor analysis, market and target analysis, competitive advantages, financial plan, etc.).
  • Have a distinctive and differentiated brand image and identity (logo, signage, interior design).
  • Hold quality and/or environmental certifications, or awards/recognitions granted by public authorities.
  • Have a digital presence (website, Google My Business profile, social media, etc.).
  • Use a data analytics system to study sales, commercial margins, or customer footfall.
  • Have a digitalised customer database (CRM or similar).
  • Have a customer loyalty system and/or strategy.
  • Have committed no breaches of commercial regulations in the last 5 years.

Applicants for the ICF Lidera Comerç loan must provide the following documentation:

  • Certificate of tax registration status or certificate of economic activity tax registration.
  • Investment report and detailed project budget.
  • Updated banking map. This is a document prepared by ICF that can be downloaded from the digital banking.
  • Updated CIRBE report with no incidents. This can be requested through the Bank of Spain website and usually takes between one and two days to arrive.
  • Asset declaration form. This is a document prepared by ICF that can be downloaded from the digital banking.
  • Business activity licence. If it does not specify that the premises are street-level, you must also provide the deed, lease agreement, or cadastral certificate proving this.

Additionally:

If you are a natural person (self-employed), you must also provide:

  • Copy of ID card / NIE / Passport (valid).
  • Personal Income Tax Returns (IRPF) for the last three completed financial years and income certificate for the latest financial year. In the case of objective assessment taxation, VAT returns for the last three completed financial years must also be provided.

If you are a legal entity, you must also provide:

  • Corporate Tax Returns for the last three completed financial years and the provisional return for the latest closing period.
  • Latest VAT return.
  • Power of attorney deed (before contract formalisation).
  • In compliance with Law 10/2010 of 28 April (Official State Gazette 29/04/2010) on the Prevention of Money Laundering and Terrorist Financing, whereby ICF must adapt its databases to the legal requirements established therein, the following documentation must also be provided:
    • Company incorporation deed and subsequent updates.
    • Notarial deed of beneficial ownership and copy of the ID of the beneficial owners.
    • If there is no beneficial owner, a copy of the ID and profession of the Director(s), or the incorporation and update deed of the Governing Board, Board of Trustees, or Board of Directors (as applicable), along with copies of the IDs of all members.
    • If the notarial deed of beneficial ownership is more than 1 year old, a duly completed and signed Declaration of Beneficial Ownership must also be provided.

If the applicant is a Private Civil Company (SCP) or an Asset Community:

In addition to the documentation required for legal entities, each member must provide all the documentation required for natural persons (ID, IRPF, CIRBE, banking map, asset declaration).

  • Form 184 declarations for the last 3 completed financial years.

There is no limit to the number of ICF Lidera Comerç loans that may be requested. However, the total formalised amount of all loans may not exceed 150,000€ per beneficiary.
